Abstract
Eco-efficiency is an instrument for environment assessment that indicating how efficient the economic activity performs toward to its environment impacts. This paper conducts an eco-efficiency analysis for city industrial systems in Heilongjiang province by using the DEA method proposed by Kuosmanen and Kortelainen. Using the data of 14 cities and areas in Heilongjiang province from 2005∼2009, an empirical study is employed to illustrate the results of cities´ industrial eco-efficiency. The results indicate that only Daqing city is eco-efficient, and most cities or areas are still at low level of eco-efficiency. Then the study carries out the discussion and puts some suggestion.
