This article from four aspects qualitatively analyses the economic value of water resources. These aspects are the natural, economic, social and water environment. Then this article quantitatively analyses the main quantification target which covers on the factors to evaluate the economic value of water resources of 31 provinces and autonomous regions. Finally, to promote the sustainable development, the utilization of water resources and achieve harmonious development between man and nature, we propose some suggestions on how to improve the economic value of water resources.
