    The co-fusion, co-existence and co-prosperity between the ecological culture and industrial clusters constitute industrial clusters´ ecological cultural system which is an important carrier of regional economic development and technological innovation. Therefore, it is essential for industrial clusters to have ecological cultural innovation. This paper, on the basis of defining the ecological culture and ecological cultural innovation, has analyzed the influential factors on constructing the ecological culture innovation system of industrial clusters. It points out that the construction work should be done on three levels(enterprise > cluster and region), from three dimensions(material, spiritual and institutional) and with two variants (endogenous factors and exogenous factors).
