After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In recent years, e-government in china has developed very quickly. However, there are still many problems in the e-government, such as laws and regulations problem, security problem, network infrastructure problem, etc. To solve these problems, this paper discusses on the development characteristics of Chinese e-government, through foreign references, analyzes the main factors restricting the development of e-government, and advances some suggestions on developing Chinese e-government.
