Coal is an important energy; the existence and development of the coal industry have very important significance to the national economic security. The paper analyzed and discussed the phenomenon of serious waste of coal industry resources in our country, the present situation of industry structure, the impact of government intervention and the illegal entry of coal enterprises by the game theory. In order to provide some ideas for further research on how the Government formulate appropriate industrial policy to promote the development of China´s coal enterprises.
