After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The decentralization and squander of the science and technology resources is one of the greatest problems in the present development of science and technology. This paper aims at analyzing existing problems of the allocation of science and technology resources in Hubei and putting forward countermeasures from the aspects of the allocation of science and technology fund, human resource allocation, science and technology project management, science and technology infrastructure development and the cooperation of production, education and research.
