Because of the lack of restrict to telecommunication Operation enterprises by outer governance and inner governance under the current corporate governance structure, the manufacture management and the financial information is always controlled by the high level managers, therefore, the independent directors can be designed to be the link of the inner and outer benefit main body in the financial governance system, restructure the financial affairs governance system based on the independent directors, it will further promote the financial affairs governance consummation.
