Abstract :
Summary form only given. This presentation summarizes the key motivations and design considerations behind the development of a real-time pricing tariff approved by Ohio´s public utility commission for AEP´s gridSmart™ demonstration program. The means of designing a revenue neutral rate that reflects locational marginal prices from the wholesale market is described. The superposition of a congestion market at the distribution feeder level that can be used to simultaneously and seamlessly managing peak loads at both the feeder and system levels is also described. Key issues surrounding equity and providing credits and incentives for congested periods are described. Finally, estimates of impacts on customer bills that have been developed are presented.
