The “Agreement Protection” is a kind of new biodiversity protection mode. In recent years, it has achieved initial efficiency in western areas of our country. In order to detect its implementation efficiency, to provide sufficiently useful information for further improving the biodiversity protection Effectiveness, to ease the contradiction between conservation and development, and finally to promote the better interaction and sustainable development between biodiversity protection and social economy, this paper, considering the description about “agreement protection” mechanism as logical starting point, adopts the method which combines fuzzy comprehensive evaluation with AHP together to carry on the integrated assessment on changes about the ecological protection and social economy in Horse Mountain Village. The estimation conclusion indicates the implementation results of this mode in Horse Mountain village Natural Reserve remains very satisfactory.
