With the rapid development of urban rail transit in China, how to choose the proper fare system has become a hot issue which operating enterprises concerned. In the paper, the characteristics of fare system were introduced, and main factors affecting the selection of proper fare system were summarized. In addition, based on dividing the development of rail transit into three stages, passenger attractiveness caused by fare system was discussed in detail and then the flexible fare system strategies were set. This paper gave a strong support on decision-making of fare system which had a practical significance.
