Rural village public goods "one case one meeting" is arranged by coordinating system of rural tax-fee reform which is a mandatory system changes. Its implementation outcome is reducing the burden of the farmers and causing rural village supply of public goods in a "three-difficulties". The reason is the existing institutional arrangements for the system itself but ignored the implementation costs which directly impacts on the effect of the implementation of the system.
