After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

It is necessary to strengthen the construction of the "Three Systems" for promoting pollution reduction work entirely. Pollution reduction work is based on a set of scientific pollution reduction index system. In this paper, we used the Delphi Method to construct a pollution reduction index system, applied the Analytical Hierarchy Process to figure out each index weight in this system, and put forward some suggestions on promoting effective implementation of the index system finally.
