As a socialistic country, China´s economic sector gives priority to public economy. Since “private economy” is accepted when the constitution is modified in 1982, however, individual economy, private economy, nongovernmental economy, nonpublic economy were growing constantly. This evolution is actually the civilianizing process of “civil economy”. Civil economy is the economy of the people, by the people, from the people and for the people. It includes individual economy, private economy, partnership economy, cooperate economy, stock-jointed economy, etc. Its main part is private economy. It has significant meaning that China selects civil economy as an important modality of economic development, and then proceeds to improve economic benefit, increase more employment quarters, and promote the reformation of State-Owed Enterprises. In this thesis, selection of the civil economy road in China is narrated.
