After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The budget control should be the effective means of supply chain management. Because of the character of supply chain, the budget control of supply chain is different from the single enterprise. This article has made research on this issue. It firstly defines supply chain budget control, and then analyzes the goal, the organization, the content and the process of supply chain budget.
