After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Environmental noise inspection and evaluation in Dalian City was done. The present environmental noise of Dalian City was analysized in detail according to the inspection results. The results indicated that the noise in Dalian City is well fit for the national standards. It can meet the requirements from the normal teaching, research, housing and so on. Finally, some useful suggestions were made to improve the noise management.
