Highway construction cycle is quite long and technology involved is complicated. Highway project, as a whole, is comprehensive by taking in all kinds of factors in consideration, involving both the technical aspects and the social aspects. It also consumes a lot of manpower and material resources. Currently, funds for highway construction are not abundant and stable, and for some projects, the project funds are not managed strictly and problems with misuse and retaining of funds exist. So, it is essential and urgent to implement effective cost control to increasingly strengthen the management of highway project funds, establish and improve financial management regulations to promote the benefits of funds. Nowadays, in china, there are several problems in highway cost management, including the imperfections in our institutions and the appropriateness of management strategies, etc. Meanwhile, project cost management is not limited to plan formulation and progress schedule, the key point is the coordination of tempo, quality and cost at present. In this paper, first we expatiate the constituents of highway project cost, principles for cost control and methods presently used for cost control. Second we analyze the problems in cost control, such as the shortage of the integrated methodology, neglect of the general objectives, disregard of quality-cost and period-cost. Then we present measures for effective cost control in highway projects, such as technical measures, economic measures, measures for sub-packages and fi- ancial measures.
