China is a large agricultural country, and the enormous employment pressure from rural surplus labor is rare in the world. Facing with the huge rural employment groups, in addition to continue exploring the employment potential of township enterprises and large and medium cities, it is necessary to develop county economy. Taking Hebei Province as example, this paper makes principal component and cluster analysis between county economy and rural surplus labor. The results show that there is an obvious correlation between them, namely county economy offers employment opportunity to rural labor and increases the peasants´ income. Meanwhile, the transformation of rural surplus labor promotes county economy development. Finally, according to the situation of county economy, the paper puts forward some feasibility suggestions and reference to various government functional departments and the academia on how to promote county economy absorbing surplus rural labor, and then reveals the significance of promoting county economy in finding outlet of rural surplus labor.
