Under the trend of social development in maintaining social fairness and justice and protecting the people living, care workers´ labor rights protection is in a disadvantaged position, which should be concerned and not be ignored. In this paper, care workers´ basicliving conditions were collected through the social survey questionnaire, the existing dominant and recessive risks were classified and concluded, and their resilience against social risk was expounded. Finally, some suggestions were put forward concerning how to continuously deepen the training, increase the insurance rates of social security, improve migrant care workers´ transfer and sustainment mechanism of social insurance as well as organizational guarantee taking Tianjin, Shanghai and Beijing´s policies for reference, so as to promote China´s social security system to function adequately and better protect the basic living rights of all citizens.
