With the change of global and the development of economy, low-carbon economy is attracting high attention of society and academe. Through the analysis of the relationship between low-carbon economy and economic development, the author proposes that the essence of low-carbon economy is the transformation of regional socio-economic. On this basis, the article takes Jinhua for example. The first is to perfect the data of carbon emissions from 1995 to 2008 by using some methods, to distinguish the characteristics of carbon emissions among different industries and analyse their responsibilities, and to forecast the trends of Jinhua´s carbon emissions in the future. The second is to make a further study of the relationship of carbon emissions and different industry sectors. The last is, from the perspectives of Liability for carbon dioxide emission, low emission and the popularization of low carbonization, to put forward some paths and frameworks of Jinhua´s industrial transformation, which will make a contribution to Jinhua´s low carbon urban construction and its industrial transformation and updating.
