The Chinese government has been tentatively experimenting with eco-compensation for decades. The institutional framework of eco-compensation needs to be established among the multi-departments with different temporal and spatial scales. This paper identifies the problems and achievements in the present fields, addressing the countermeasures in policy and finance and so on.
