Industrial transfer is the effective way to develop economy for the less developed region. But some foreign industry can not develop well in the less developed region. Industrial development has exogenous type and endogenous type. Receiving industrial transfer is a way of exogenous type, Industry is driven by the force of spontaneous market and government. These two kinds of driving mode respectively are named the market-led and the government-led. Through constructing with industrial development mode and industrial driving force for reference frame model, identify foreign industry that the less developed region can be received, and identify the foreign industry dependent on government as the main driving force of, taking Lankao Henan for example.
