After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

In the last decade, foreign direct investment has shown some new characteristics and new trends. Emerging economies have possessed half of the global foreign investment. Meanwhile, emerging economies are becoming the emerging forces of foreign direct investment in the world. The flow of foreign direct investment to the manufacturing sectors showed the irreversible decline. The sovereign wealth funds are becoming the new sources of foreign direct investment, of funding. The national investment policy trends are showing significant duality. These new trends provide the fast development of foreign direct investment with opportunities and possibilities. For example, multinational corporations being at the core of the new system of foreign direct investment is coming into being and low-carbon investment is booming. Regional financial centers have experienced strong development momentum. A new international production system becomes more and more mature. The great space for the development of foreign direct investment will provide a good opportunity for the balanced and coordinated development of the domestic capital and foreign capital in Hangzhou.
