The development of regional economic is inseparable from innovation and the research and development activities (R&D). It is very important for us to research the relation between the input and output of the regional R&D activities. And it has important theoretical and practical significance for instructing regional economic development and enhancing regional innovation capability. In this paper, the relationship between Hebei R&D Resources and the output of the Patent is focused. Our study is beginning on the input-output analysis of R&D activities. We make a qualitative analysis for the reality of S&T resource input and output of Hebei province. On this basis, we make quantitatively analysis using econometric model to research the relationship between Hebei R&D resources, scientists and the number of patent output. It found that elasticity of R&D input-output in Hebei Province is high. The output elasticity of patent for research funds is 0.43, and patents for scientists and engineers is 1.46. It is higher than the national average, and finally this paper analyses reasons and gives some countermeasures actually.
