After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

With the development of our country undertaking the international transfer of the service, more and more attention has been paid to the ability of undertaking the international transfer of the service. Firstly, the paper analyzes the influence factors of the China´s ability of undertaking the international transfer of the service from the theoretical and empirical aspects, and then, compared with the India´s undertaking ability, the paper identifies our strengths and shortages in this area which provides reference to enhance our country´s ability.
