Welfare Economics method can be used in the comparative analysis of the civil affairs before and after economic reforms. China is entering the new start point of economic reform. In the viewpoint of welfare economics, Chinese civil affairs have the following properties: accomplish the basic target of “improve people´s livelihood”, realize balance between “safeguard fairness” and “maintain efficiency”, represent three values of “transform development method”, “upgrade demand structure” and “achieve a more balanced income distribution”, realize four transformations of “policy orientation”, “safeguard principle”, “project type” and “source of funds”, and explore “optimization of resource deployment”, “integrated development of urban and rural areas”, “socialization of services” “professionalization of human resources” and “improvement of mechanism”.
