As a kind of electricity regulatory system which works in the mature market economy universally, the modern electricity regulatory system has some remarkable characteristics distinguishing itself from traditional electricity managerial system. Through a comparative analysis we can generalize these characteristics as four aspects, which are supervising in accordance with the law, the independence and restricting mechanism for the regulator, the license entry regulation in the market of electricity generation and marketing, and the incentive price regulation in the market of electricity transmission and distribution as well.
