In many small towns and rural areas in recent years, the drought and floods occurs frequently, water pollution is serious, and a series of socio-economic issues resulted by above things need be paid adequate attention. In addition to natural causes, these problems also have a great relationship with the following things. Especially, people do not attach importance to the rural water conservancy construction, do some farming on deforestation, and do not attach importance to small towns and rural water pollution control, water resources are limited, water markets and pricing are not sound and reasonable. To solve these problems, people must pay close attention to water conservancy projects in small towns and rural areas, strengthen water pollution control, promote economical use of water resources, establish and perfect the markets of water resources and pricing and payment mechanism.
