Abstract :
By establishing a cooperation decision-making evolutionary game model, this paper analyzed the dynamic gambling process and the inflection factors of gambling result. The gambling process has two types of ESS: one is that both sides adopt "non-cooperation" strategy, the other is that both sides adopt "cooperation" strategy which leads to the optimal ESS. Which type of ESS does the dynamic gambling process converge on? It depends on not only both sides\´ learning speed and analytical skills of information but also the initial states of economy, policy and law environment.
