With the urbanization and sustainable development of Kunming city, the city radiation function strengthens, and city border broadens as well, which has been formed the village-in-urban (VIU). VIU sustainable re-structuring has become a prominent urban planning problem and attracts much attention among chinese officials, academicians and entrepreneurs. The purpose of this paper is using Arc-GIS and Delphi method to analyze the village-in-urban re-structuring management in Kunming city China. Combined qualitative analysis with quantitative analysis and finding: First, through the re-structuring planning of VIU in Kunming city, it be estimated to make extra use of land area 1792.9 hm2, which can meet the shortage of land use in Kunming city urbanization. Secondly, the VIU re-structuring planning should be lead-in market method and considered the benefits among residents and the local government and the third party in the VIU. Third, the authors take one VIU in Guandu district Kunming city for case study, and makes the planning from the whole community and the single building with public building facility in the community as well. Further discussion indicates that the China special Hukou system reform should be considered to the village-in-urban re-structuring management.
