Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The realistic demand on three-dimensional use of spaces over and under the land urges the government to establish three-dimensional regulation on land and improve the auxiliary system for acquiring and using space right in the legal system. The space use right may come into conflict with the land use right primarily in the three cases. The main problems existing in the current regulation system of spaces over and under the land are: Continue to use the traditional land management system to manage the space right; the object scope of the right of the space under the land is undefined; the development of spaces over and under the land lacks centralized regulatory agency and special legislation. To Improve the government regulation on spaces over and under the land, establish the basic concept for reasonable and paid use of spaces; Make clear the space property right definition approach; Establish space property right registration system; Establish the solution mechanism to cope with conflicts of space rights; Implement integrated development and construction of spaces over and under the land.
