The essence of public budget is to constrain the government behavior within the institutional framework. And it is the basic conditions and financial security of all government functions. The process of the fund allocation is interaction of government political behavior and economic behavior. Therefore, harmonious social order can be established under the rules of Constitutionalism which determines the original rule for performance budget reform.
