The government, international organizations and non-governmental organizations are the main bodies participate in the international environmental cooperation, which is a global public good. The decentralized executive departments, lack of power, imperfect legislation and some others are the participating deficits. Based on the global public goods theory, we can use the incentives such as the promotion of participation, additional finance, transformation of technology and knowledge to promote cooperation.
