After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Construction capital gap between supply and demand of ordinary highway in China further enlarges after the reform about petroleum taxation and charges from Jan.1, 2009 Finance capital supply cannot meet the demands from ordinary highway construction. Therefore, others capital supply subjects must be used to get more construction capitals after defining the industry characteristics of ordinary highway based on public goods theory. The paper thinks multi-driver mode under government-led is the efficient capital supply mode of ordinary highway in China.
