According to an analysis of the status quo of current local government debts in China and the modern history of bonds issued by Jiangxi Provincial Government, this paper argues that the present local bonds issuing system in our country is not only feasible, but also necessary and that a strict local bonds regulatory regime must be established. What´s more, a scientific and rational issuance approach must be formulated accordingly.
