Abstract
Bit rate reduction in digital video telephony for ISDN applications is discussed. Consideration is given to image data compression, motion vector coding, and a video telephone codec for bit rate reduction. It is shown that if the prediction error is transmitted through the buffer control and the motion vector by varying the threshold value, it is possible to compress whole information efficiency with good quality of the reconstructed image
