In order to make the minimum living standard security system develop evenly throughout the country, the financial transfer payment between the governments at different levels has to play a more active role, especially the central authorities should provide more funds. Hence, to proceed from the purposes that arouse the local governments´ enthusiasm of developing the minimum living standard security system and make the minimum living standard security system develop evenly throughout the country, this paper puts forward a mechanism for determining the financial transfer payment from the central finance to the local finances, and analyses its applications. Although there are some aspects in this paper need further investigation in depth, the issues and the ideas on solving the problem that this paper suggests will contribute to promoting solving the problem, thereby promote a sound progress of the minimum living standard security system.
