There are big differences on the understanding of industrial clusters upgade between the domestic and foreign scholars. There are also differences on the measure of the industrial clusters among them. The differences are stemmed from the definition on the industrial clusters. The prevailing measure methods have some deficiencies when they were employed on the measure of industrial clusters upgrade. This paper made reviews on the the measure methods of industrial clusters upgrade. A series of indices for the measure of the upgrade of industrial cluster in LiaoNing Province were built. Empirical and comparison studies were made to analyse the upgrade stage of LiaoNing industrial cluster. The results show that LiaoNing industrial cluster is in its growth stage.
