Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Considering the regional economic growth and employment, this paper sets the criterion for choice of the priority sectors from the perspectives of demand, supply and comparative advantages. And then the article selects the priority sectors from tertiary industry in Hefei with the method of factor analysis, which is based on the First and Second National Economic Census Data in Hefei, hoping to provide some references for government to make the 12th Five-Year Plan and other relevant plan.
