This paper analyzes that wetland ecosystem plays a key rules in absorbing carbon dioxide, such as Scirpus mariqueter, Phragmites australis and Spartina. The result proves that the wetland is a tremendous carbon pool without human disturbing. For the above mentioned, some measures, approaches and potential advantages are put forward in this paper so that the relevant government departments constitute the policy according to these conclusions in Shanghai.
