The Household Registration System determines many resident´s basic interests which rely mainly on the migration rights. Therefore, the Household Registration System of a Country represents the nation´s value-oriented of social development. In the particular historical and social stage, for maintaining social stability, guaranteeing grain production and promoting the development of industrialization, the dual Household Registration System has been established with anticipated achievements in China. However, with the development of society, the negative effects of dual Household Registration System are becoming apparent and hindering the construction of harmonious society. Thus fundamental reformation and innovation must be promoted.
