Abstract
Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

China announced that the urbanization ration was 36.2% in year 2000. Urban population reached over 620 million till 2009, rated at 46.6%. Compared with year 2000, the urban population increased 163 million, up to 10.4%, annual growth rate was about 1.2 percentage points on average. But there are still more than 600 million people living in rural areas, therefore, urbanization is a long way to go, which means that in future decades, China will be continually affected by the urbanization, socially, economically and environmentally; the related sustainable development strategy research also shows its theoretical importance and practical significance.
