This paper builded the early warning mechanism of monitoring, identification, diagnosis, pre-control, correct the risk of industrial cluster network, breaking the traditional shackles of economic and management theory, and applying the early warning management theory to the network structure risk of industrial clusters. This is both theoretical research innovation on industrial clusters, and new development of the application field of early warning management theory.
