A competent labor force is the most important asset in business. The development and management of human resource has emerged as a critical factor in creating and maintaining the competitive strength of an enterprise. The HR practitioner should be an enterprise partner playing a key role in the company. Upon the global financial crisis, begun since the end of 2008, lay offs and reduced staff in personnel became the norm, and the duties of the human resource practitioners experienced increased challenges in labor related issues. This study aims to provide new views on the competencies required by HR practitioners in Taiwan for facing future challenges. Based on literature review, this survey applies the Delphi method to obtain the views of HR executives regarding the required competencies of HR practitioners in Taiwan. The findings establish an empirical basis for a framework that can guide the direction and content of future developments of HR practitioners in Taiwan.
