After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Existing methods dealing with the time-cost trade-off problem, which is encountered in project planning, have focused on the solution of a basic problem that does not adequately represent actual engineering projects. Time-cost situations focus on reducing the critical path that determines the project completion date. This paper analyzes the relationship between time and cost,, and then deduces duration optimization condition on the basis of critical path and the optimization condition considering uncritical path. At last, it applies the conclusions into an engineering case, and the result shows that obtained conclusions are convenient and feasible, it provides scientific basis for management decision and supports the project manager powerfully.
