Abstract
This paper addressed multirate allocation issues for Scalable Video Coding (SVC) streaming multicasting to heterogeneous receivers. In view of the enhancement layerspsila dependence on the base layer, a two-stage optimization solution is proposed. At the first stage, an improved minimum cost algorithm is introduced to minimize the base layerpsilas delay. Meanwhile, a maximum residual bandwidth (RMB) algorithm is used in the second stage to maximize the video quality. To approximate to the max-flow throughput, network coding is applied in two stages. Finally, the benefits of the proposed scheme are demonstrated in simulations.
