After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

China faces challenges in controlling greenhouse gas emissions because the country is at a critical period in accelerating industrialization and urbanization. Dealing with energy and environmental issues, Wuhan city zone (WCZ) will try to explore a low-carbon model of urbanization to build two-oriented society, and strive to take the lead in the rise of the country´s central region.
