Abstract
In this paper, we introduce DirectDraw technique, MPEG-4 video coding technique, and IPv4/IPv6 dual-stack VIDS (Video Intelligent Diagnosis System). The author expounds the design of the monitoring center in VIDS system. In order to solve the instantaneity and fluency problem of video display, we present a method of regulation video-frequency-display rate according to the size of video data quantity. The test result shows that this method has obvious effect.
