Abstract :
Post evaluation methodology for river basin water pollution control planning has been applied to Huai River Basin plan (2001-2005). It consists of assessment on plan enforcement results and enforcement process. The former is conducted through the multi-criteria comprehensive evaluation method based on an indicator system. And the latter is to assess the impact of natural endowment, plan preparation assumptions, policy factors, institutional factor, and management factor on the plan implementation. The evaluation showed that the Huai River Basin plan has not been well implemented. Based on detailed analysis, the underestimation of economic development and the limited effect of industrial structure adjustment policy have been found as two of the reasons for plan implementation failure.
