During the past 30 years of reform and opening, our government took on the reform of the examination and approval institution three times. From the perspective of policy tools in Shen Gai, the paper explains the Shen Gai process since 1999. The paper figure out that it transform the “Political mobilization” to “reconstruct the power structure” in the Shen Gai of NingBo. In July 1999, NingBo took the lead in Shen Gai as experiment unit in Zhejiang. For the Shen Gai policy can´t carry out in routine government function, the leads started up the model of “Political mobilization” and realized the target of minifying the examination items. In 2002, the model of “Political mobilization” is difficult to maintain in the Shen Gai of criterion the government behavior, the service center for economy developing was set up to reconstruct the power structure. In October 2007, by the merger of examine and approve function inside the section, the leads reconstruct the power structure furthermore when the service center for economy developing was confronted with puzzle Dom of “San Bu Dao Wei”. According as the history and actuality of the Shen Gai in Ningbo, the Author figure out that the Shen Gai would reconstruct the power structure furthermore for the future in Ningbo.
