In the background of continuing western development, western is facing rare opportunities for development of industrial clusters. And cluster development of those sub-center cities as the support points is the key to promote clusters of Guanzhong-Tianshui Economic Zone. In this paper, Baoji, as the typical representative of sub-center cities in economic zone, is the research object. Based on quantitative and qualitative analysis for its existing and potential industry clusters, the development path is explored, in order to provide the experiences for cluster development for the economic zone.
